Why this matters

An alert is too late when the spend already happened.

When a runaway AI Actor racks up $5,000 in Opus calls overnight, the observability tool emails you in the morning. The spend already happened. The job that ran did whatever it was going to do. The audit trail tells you what occurred — not whether it was allowed.

BlackLake's budgets evaluate at govern() time, before the LLM call leaves your network. A workspace with a $500/day hard limit at $497 will deny the next call that would push it over — with a real evaluation row recording the denial and a signed receipt the auditor can verify.

Cost-aware policies go further: deny Opus calls under 1k input tokens (overkill); require approval for any tool call where tool.estimated_cost_usd > $1; hard-block any call from an AI Actor whose session spend is already above $50.

The receipt

Cost is part of the audit trail, not a separate dashboard.

Every BlackLake governance receipt carries an HMAC-signed decision_token. From v2 onward, the token also binds a canonicalised cost_summary — total USD, input/output/cache/thinking tokens, the pricing snapshot version, and the count of cost records aggregated. Posting an evaluation_id + token + claimed cost to POST /v1/decisions/verify returns valid: true only when the cost matches what BlackLake actually observed. An LLM cannot hallucinate the figure.
